(i) When the air at the point of puncture moves out with a certain momentum in the downward direction, in order to conserve momentum the balloon moves with the same momentum in opposite direction. Thus, balloon rise up slightly, before falling down.

(ii) When the fuel burns in the ignition chamber of a rocket, the hot gases pass out from its exhaust with a certain momentum in backward direction. Thus, in order to conserve momentum the rocket moves with the same momentum in forward direction.
