It fills because it is in the form of gas,,,and the particles in it is not tightly packed so by which it can move easily..

The particles of a gas have high kinetic energy and they move in all possible directions independent of each other because there exist practically no forces of attraction between them.

So , that is why a gas fills completely The vessel in which it is kept.
