When we add water to the acid , its acidity decrease because now some H+ ions get dissolved in the water. Therefore when u test it with universal indicator,the pH value will be greater than that of the concentrate acid.

PH paper shows different colours because there are both weak acids and strong acids. The colour on PH paper depends on the amount of H+ ions present in the solutions.
