As water is heavier than petrol therefore slips down permitting the petrol to rise to the surface and continue to burn. Besides, the existing temperature is so high that the water poured on the fire evaporates even before it can extinguisher the fire. The latter is true if small quantity water is poured

Water is good conductor of electricity, so pouring it on electrical fire will electrocute the person pouring water.
Also, pouring water on a fire on fuel like petrol will not extinguish, as fuel will float on water. Adding water will increase volume of fluid and instead spread the fire over larger area.
