- On May 5, 1789, Louis XVI convened a meeting of the Estates General to approve plans for increased taxes. While the third estate sent 600 members, the first and second estates each sent 300 delegates. The ancient voting system, in which each estate got one vote, was something Louis XVI desired to keep.
- However, third estate participants desired a new method of voting in which each participant had one vote. However, the monarch rejected their suggestion, and on June 20, 1789, the third estate proclaimed themselves the National Assembly.
- On June 20, they proclaimed themselves a national assembly and promised to write the constitution and restrict the king's authority at the tennis court of Versailles.
