These two political philosophers were two of the most important influences on the thinking of the Founding Fathers. Locke's ideas can be seen very clearly in the Declaration of Independence while Montesquieu's can be seen in the Constitution. Locke believed that governments only exist as a result of a social contract.

In his Second Treatise of Government, Locke identified the basis of a legitimate government. According to Locke, a ruler gains authority through the consent of the governed. The duty of that government is to protect the natural rights of the people, which Locke believed to include life, liberty, and property.
