Ice at zero degree celsius contains less heat than water at zero degree celsius. At a temperature of 0 degree celsius if ice converts to water it needs energy called latent heat....which os then contained at zero degree celsius

The water at 0℃ has latent heat of fusion (the minimum heat required to convert ice into water) whereas ice at 0℃ for not have any latent heat of fusion.
So ice at 0℃ is more colder than water at 0℃.
