They can be. It would not be meaningless. Two thumbs length of a stick is easily defined in a pretty narrow range. Although you may get a two-thumb stick that is a tiny bit longer or shorter, it will never be an order of magnitude different. Cubits (elbow to fingertip, plus width of hand walked across a board) , feet (heel to toe walked across a room) and yards (cloth pinched and stretched out from nose) are great ways of getting good-enough measurements when a tape or rule isn't handy.
