It happens not only with Xe but also with Rn, and the basic reason behind this behavior is the big size of these two atoms. Due, to the large size of atom, the electronegative force of the Xe-atom becomes weaker for the outermost electrons of the outer shell in comparison with the smaller noble gases. Also, the repulsion between the core electrons and valence shell electrons become larger due to weak electronegative force and show the strength of bonding decreases.
Now, it becomes easier for highly oxidizing species like, O2, F2, Cl2 to oxidize Xe-atom and so the compounds are formed in the form of oxidation products.
