meristematic tissues have the ability to regenerate and grow.The meristematic cell can divide themselves. So they do not need vacuole but require nucleus and thus lack vacuoles.

Whereas in sclerenchymatous tissues, no growth or division take place . They only help in providing mechanical support to the plant. The intercellular spaces do not help in providing mechanical support to the plant so they lack intercellular spaces.
