Metallic character of elements decreases as we move from left to right in a periodic table, because the tendancy of elements to lose electrons increases and hence, atoms more readily accept the electrons, then loosing them.
Whereas, when we move down a group, the metallic character increases due to increase in atomic size and nuclear charge.

Hi.
As we from left to right across the periods, Atomic Size will continue to decrease and the Nuclear charge will continue to increase as the Result of which the tendency of the Elements to lose the Electrons also decreasing in the Periods. Hence, Metallic Character goes on increasing while moving from left to right across the periods.
As we move from top to bottom in the group, atomic size will increase and the nuclear charge will decreases. Thus, the tendency of the elements to lose electrons will increases as the result of which Metallic Character Increases in the Group.
