Answer:

Both Patna and Varanasi receive rainfall from the Bay of Bengal branch of the South East monsoon winds. When the moisture filled winds go towards this are after deflection, it sheds rainfall in Patna because Patna lies before Varanasi from the eastern coast. So on shedding rainfall, the winds will move towards Varanasi and in between will shed their rainfall in a lot of places. So, naturally the moisture content decreases, leading to lesser rainfall than Patna.
