The percentage of individual gases in air (oxygen, nitrogen, etc.) doesn't change with altitude, but the atmospheric (or barometric) pressuredoes. FIO2, the fraction of inspired oxygen in the air, is thus 21% (or 0.21) throughout the breathable atmosphere
