Because the winds erode the lower section of the rock more than the upper part. Answer: Because they are formed on the flooding of rivers, by the deposit of fine soil layers and other material called sediments along the banks of the river.

Maybe it wasn't on purpose, I think those rocks have underwent the process of weathering in which it alters their color, composition and form and it just happened that it looks like a mushroom.
