The color of skin and hair appear from molecule called melanin. There are two types of melanin, one is responsible for black color called eumelanin.  While the other is pheomelanin that causes white color. The albino person has pale skin and white hairs because of genetic disorder as their melanocytes does not produce melanin.

Albinism is an inherited disease where people are born without the usual pigment (color) in their bodies.

Their bodies aren't able to make a normal amount of melanin, the pigment responsible for the color of the skin, hair, and eyes. As a result people with albinism have very pale skin, hair, and eyes.

Some people with a condition called oculocutaneous albinism have extremely pale skin and eyes, and white hair.
