The water droplets present in clouds are bigger than wavelength of all 7 colors of light. Therefore the water droplets scatter the entire spectrum. That's why cloud appear white .

The clouds are near the earth's surface and contains dust particles and aggregate of water molecules of size bigger than the wavelength of visible light . therefore ,the dust particles and tiny ice particles present in the clouds scatter all around and all colours of incidents white light from the sun to the same extent and hence the scattered light reaches our eyes and clouds are seen white.
