Kerala is a densely populated environmentally volatile thin strip of land. It do not have barren lands or deserts like the other Indian states which can easily be utilized for constructing big roads without much hiccups. Building good highways in Kerala between it's nerve-centers would (either) involve relocating thousands of families or/and cutting down acres and acres of pristine greenery.

Any such attempts at road building always draws rightful protests from the people who will lose their homes and the environmental activists. The government of the state and the society is in acute dilemma about this and are trying to find a solution that would heed both to the popular interests and help the state in its path to economic progress
