because sun rays are directly above your head I.e perpendicular to the place. So most of sunrays reaches the ground. but during evening and morning, sun rays enters the atmosphere at an angle hence some part of it get reflected away

At the noon. the suraface of earth is presented 'face on' at the noon... but in the other Tim such as morning n evening... it is a slant
