The reason planet moves faster when close to sun is because if it is too close to sun for a longer period of time, then it will be harmful...

Also this concept is given in The ncert because this is related to chapter of gravitational...

when planet are close to sun there are small distance between them ....that is small radius.....so as we know the radius is inversly proportional to the velocity..........so when there is small radius ..there velocity is more.....so that is why planet have more velocity when close to sun....
