the glowing of light is just because of bouncing back of photon particles of the light by the any object and in the dark room in the case of copper sulphate when the light is thrown from any point to the clear solution of copper sulphate the particles of photons we get absorbed or not get proper bouncing back so that's why the beam of light not glow properly otherwise there's no reason of not glowing light from any type of solution until and unless it absorbs it

when beam of light falls on clear solution of copper sulphate kept in dark room it does not glow. Because in a solution the particle size is too small ,therefore when a light passes through the solution , it does not get scattered and path of light is not visible.
