Because there is nothing out in space (like an atmosphere), the sound waves from one astronaut's whistling can't travel over to the other astronaut's ears. That's why the astronauts use radios to communicate—even if they're floating in space right next to each other!

because sound travels due to propagation of sound i.e. travels in a sequence of waves of pressure which propagates through compressible media such as air or water(Sound can propagate through solids as well, but there are additional modes of propagation) and since there is no medium in space astronauts cannot hear each other.
