because copper has high melting point and low boiling point

Answer

Copper does not react with water water , cold water or steam whereas iron reacts with them. If the hot water tanks are made up of iron [ an alloy of iron] , then iron would react vigorously react with the steam which was formed from the hot water. so the hot water tanks are made by copper not by steel.
