Deforestation means less trees. so when trees are less even transpiration is also less which puts total pressure on evaporation for cloud formation reducing rains. on the other hand when there is rain and trees are less rainwater does not seep into the ground as the trees used to bind the soil with their roots and ultimately flows to form floods.
