This is because suppose while preparing a basic salt like NaCl you will take 1 mole acid and 1 mole base to balance out their properties and make your salt neutral .
On the other hand if you want a acidic salt like CH3COONa .,,,. You will have to use 2 moles of acid at least to make the acidic character dominating in your salt yes now doubt arises why not use 1+1/2 the answer the the ionic equilibria will again shift backwards and will give you partial basic salt with some dissociation ......Hope you like the answer
