Ice is a solid and it will convert to liquid state by absorbing heat energy known as latent heat of fusion. But water is already in the state of liquid. So, ice will absorb more energy at 0℃ than water. The more the energy absorbed, the more is the cooling effect. Thus, Ice gives more cooling effect than water at the same temperature of 0℃.
