Hey buddy here is ur answer = Land is ploughed before sowing, to allow the passage of air through the soil particles, and allow percolation of water to the bottommost layers of the soil. After ploughing, the land is levelled so that birds, winds and other agents can't displace the seeds

hope it helps!

Land is levelled before showing as ploughing or levelling uproots the weeds, improves the water retainf or holding capacity of the soil. It helps the roots to penentrate deeper into the soil hence hold it firmly against the soil.It improves air circulation in the soil.
