All offshore winds blow from the land towards the sea, this generally takes place when the air over land has a greater pressure and is much drier and colder as compared to the air over the sea which is more moist, warm and is at a lower pressure.

The offshore winds blow over land and do not carry much moisture due to cold and dry conditions over most of the land and hence they fail to bring rain.

Only when offshore winds join the trade winds and blow over the sea can they become humid and moist enough to bring rainfall to land.
