Because he established Military Dictatorship in Pakistan and the Right to Vote was not given to the citizens and even their Right to Freedom and Expression were not allowed. He was not answerable to the people and also he was not elected by public voting. By this, the whole power came to the Pakistan Army. That's why it can't be called democracy but it will be called Dictatorship.

I hope you will like my answer.

Pakistan under general Musharraf should not be called a democratic government because :

* People may have elected their representatives but they are not actual rulers.

* They cannot take the final decision.

* Final decision is only taken by the army officials and the Musharraf.
