1. china - Chinese who supported the Communist Party or held anti-democratic perspectives had long expressed skepticism towards Western style democracy as incompatible with traditionalist Chinese culture. They hold that government is legitimate not when people influence it but when it represents their higher interests.

2.Mexico- Mexico is an American country, that got independence in 1930, and since then it holds an election every six years. The election held after every six years was won by a party called Institutional Revolutionary Party (PRI) for every term till 200. ... Hence, we cannot say that Mexico is a complete democratic nation

3.Pakistan under general Musharraf 's rule-

Pakistan under General Parvez Musharraf was not called a democracy since the rulers had not been elected by the people. People might have elected their representatives to the national as well as the provincial assemblies but all these elected representatives were not really considered as the rulers.

4.zimbabwe- Although, the elections are held regularly in Zimbabwe but regular elections are not a guarantee for a democracy. Elections should be held regularly and fair, so that citizens can change the rulers in case they are not satisfied with their performance. Hence, Zimbabwe cannot be called a democracy.

5.allowed to vote. In Estonia, the Russian minority finds it very difficult to be allowed to vote. In Fiji, the vote of a Fijian has more value than that of an Indian-Fijian. Hence, these countries cannot be called democratic countries
