Xylem and Phloem are called Conducting Tissues because they conduct water,minerals and food through all parts of the plant.It also carrys food and glucose(starch) from leaves to the parts of the plants.It mainly carrys minerals,water from root to other parts.So,Xylem and Phloem are called as conducting tissues.
