Fishes have only 2 Chambers in their heart also they are aquatic fauna and are cold blooded animals, therefore they need not to maintain their body temperature hence have less energy requirement. Therefore they can tolerate the mixing of oxigenated and deoxygenated blood to some extent.
Because of this their body don't need double circulation and opt for single circulation.

Blood goes once in one cycle through heart in fishes because fish has two chambered heart . The blood is pumped to the gills for oxygenation from where it is passed directly to the rest of the body .
