The Newton’s first law of motion or law of inertia states: Every body maintains its initial state of rest or motion with uniform speed unless an external force acts on it; if any body is in motion or in rest, will remain in its motion or rest unless and until any other external force is applied on it.
So, when dust particles are on carpet those are in the state of rest, when you are using stick to remove them you are breaking their stability or we can say dust particles comes in motion due to external force (stick).
When external force is applied on carpet the dust particles try to maintain their own initial state “that property is called inertia” but they can't because of continuously sticking.

Both Carpet and dust particles on it are at rest. As we beat the Carpet it comes into motion but the particles stay at rest because of inertia of rest.Therefore,because of that the particles fall off the carpet when beaten.
