It is because in air the particles are loosely packed and there are large inter molecular spaces between them and the inter molecular forces are very low which allows us to move our hand in air. Whereas in solids the particles are tightly packed that there are no inter molecular spaces and the inter molecular forces are high which is difficult to do the same.
