meristematic tissues are dividing cells,and vacuoles are the cell organells which are used  to store food,so meristamatic tissue does not requie vacuoles to store food .hence they lack vacuoles

Meristmatic tissue are dividing cell and vacuole are the cell organelles used to store waste food and thus they dont need to store any waste food , so they lack vacuole.
