Hugli river is in west bengal and west bengal is called storehouse of jute.additional jute can be trasported through bangladesh.there is easy availability of cheap laborers from bihar and orrisa .water supply from hooghly river.iron and coal can be easily brought from near by mines in raiganj in jharkhand
