a) It is because in the deserts there is little rainfall and the temptation is extremely harsh. They wear heavy robes to protect themselves from dust storms and hot winds.

b) Paddy is cultivated in the Brahmaputra Ganga plains because the river is a very rich soil called alluvium, which is one of the best soil for agriculture. Paddy needs a lot of water to grow and it's easy to get by the river.
