First of all, there is a correction in Ur question. It is inert not insert.
Inert means unreactive.
Neon is inert or unreactive gas bcoz it's valence shell is full filled and octate is complete. Now there is no need of gaining and losing or sharing of electrons. As we know , atoms reacts with other to complete their octate.
That's why it is also called as Noble gases.
