Now ... essential point...
Newtons' first law states that
"A body will continue to be in its state of rest or of uniform motion unless acted upon by an external force"....
this means any body, material matter ..... has "mass" ;
mass is what gives the body the ability to resist change in its state of motion...
in other words .....
mass is the proportionality constant b/w force and acceleration...
more mass, more ability to resist change in motion....
=> ability to resist change in motion is called inertia.
To your question now....
1) a rider on a galloping horse has gained some initial motion..... due to which he has inertia....
when he stops suddenly, he falls forward "due to inertia"... because he was previously in a state of motion and his body resists change in state of motion immediatly... the saddle only stops the lower portion of his body while the upper portion of his body still remains in motion.
2) a person need some inertia to progress a distance without any change in speed for smtime... so he gains inertia by running for some distance....
