Rusting occurs only when iron nail comes in contact with air as well as water.
When water is boiled, the amount of oxygen and other gases dissolved in it decreases.
When water containing iron nail is covered with oil , the oil blocks air from dissolving in water.
Even though the nail is in contact with water, no air is available.
Therefore no rusting is seen.
