This statement is made real because of the altitude and latitude play at the tropics.

Generally, at tropics, the snow-covered and the free boundary is separated by atmospheric snow.

This makes the border reach almost shore level in those the cold regions.

This is the condition beyond tropic region generally.

The snow line is low at the cold and dry regions like polar region. This is also indicated by the latitude beyond which the snow in a particular region does not melt during the summer seasons. These types are generally termed as permanent types.

At the same time during winter seasons this is also the line to which the snow within any region extends during the winters time. There may also be a number of others factors that may affect the snow line including snow quality.

It also depends on the steepness of the slope on which the snow has formed. This means that it depends on the total area of the land that has been exposed directly to the sun. It also depends on the wind speed and its velocity and other water bodies within the region or nearby it. In cooler places the level of the snow formed is much lower as compared to summer in the Polar regions.
