Carbon cannot form c4+ cations or c4- anions because,

carbon has 4 electrons in the outermost shell and to attain stability, it requires addition of 4 more elections to follow octate rule or removal of 4 electrons to follow duplect rule. But to add 4 electrons becomes very difficult  for the nucleus as it doesn't have enough of power to hold them. Similarly, to remove 4 electrons, it requires very high energy which cannot be provided. Due to this reason, instead of adding or removing electrons, carbon atom starts sharing electrons with other atoms which is mutual sharing of electrons and starts making bonds. This mutual sharing of electrons is called covalent bond.
