Because Acetone is a volatile liquid i.e. it evaporates as it is exposed into the atmosphere . As we know evaporation causes cooling(because it absorbs the heat required for evaporation from its surroundings) therefore when acetone is exposed to our palm it absorbs heat from our palm and makes it cool....
