Ice (frozen water) is solid only until its temperature rises above 0 degrees C. Temperature of the ice does not change instantly, because thermal energy does not move instantly. If you leave the ice in room temperature, temperatures will even out, making the ice warmer and making the surrounding air a little bit cooler.
