1) No consensus exists on how to define democracy, but legal equality, political freedom and rule of law have been identified as important characteristics. These principles are reflected in all eligible citizens being equal before the law and having equal access to legislative processes.

2) In August 2002, Pervez Musharraf issued a 'Legal Framework Order' that amended the constitution of Pakistan. According to this order, the President could dismiss the national or provincial assemblies.

3) Pakistan cannot be called a democracy in the true sense because it does not provide the decision making power to the elected representatives. There is still the influence of military power over the political decisions.
