It is done because of the refractive index of water . when light enters the water from the air the refractive index changes and the other fish is appeared to be slightly upwards so it is aimed below the apparent position

While shooting a fish in a lake the gun is aimed below in the air than the apparent position of the fish because certainly the gun is being shot at some angle other than normal to the surface of the water and due to which the actual position of the fish is below the apparent position of the fish due to water being optically denser than the air and hence the light coming to the eye of the shooter is bent towards the normal in the water.

  • This phenomena of light is called refraction of light. It happens because the light waves move slower in the optically denser medium. The light rays when passing normal to the surface of water will not show any deflection from its initial path despite of slowing down of its speed.
