atom as a whole is neutral because the number of electrons and protons in an atom is equally distributed.

An atom is electrically neutral because it has both negative and positive charged particles. It is believed that the number of negatively charged particles is equal to number of positively charged particles, so the atom it electrical neutral as positive and negative cancel out each other.
