Scarce resources are usually divided into these groups:

3 Some things like the electromagnetic spectrum, plants, animals, their habitats, etc.

One thing that is interesting is that soon most metals and minerals will not be scarce in the sense they never leave the Earth, and also that with inexpensive energy, and the technology to recycle them, their scarcity disappears.

As far as land goes, there is only so much land, but there is plenty for all of humanity.

Let me bring up a great idea related to scarce natural resources. Since no humans created the natural resources, it is reasonable to think that they belong to each of us. And yet aluminum in the ground does no one any good unless it is extracted.

So a fair way of handling this is for the government to charge a tax on every ton of aluminum extracted. This tax can be used by the government, and part can be given to the American citizenry.

Similarly, no one created the land, so it would be reasonable to lay a monthly tax on the land owned by a person or corporation, since they now have control of that land.

This Natural Resources Tax (which goes to the government) and the Natural Resource Dividend (an amount given to each American each month as compensation for others use of our land and resources), is a perfect substitute for the worst tax ever - the income tax.

Note that it is already recorded who owns which land. And it is recorded which companies are extracting resources. So there would be very little overhead.

For individuals, instead of the ludicrous income tax, we’d be making a monthly land-tax payment. No more income tax forms, rules and regulations.
