1. Democracy works better—democratic countries and their people are healthier and wealthier than the non-democracies and the democracies won in WW2. That is to say democracies are more stable.

2. Some citizens in non-democracies agitate for democracy. They are suppressed but they often don’t give up and sometimes they succeed. Citizens in democracies who agitate for autocracy are not suppressed but don’t get anywhere for they are regarded as dills.

3. Democracies, once established, are very tough. If we define “established” as 30 years I think none have ever failed. So over the long term democracy always increases, never decreases.

What is democracy?

Democracy is rule by the people. In a perfect democracy every person would have an equal say in making the rules. Any deviation from that equality of influence is a deviation toward oligarchy. Since perfection is not possible, practical democracy is a matter of degree. The more influence the people have over their rulers, the more democratic the country is.

Certain institutional arrangements seem to be required. Democracy is unthinkable without fair elections. No presidential countries have sustained democracy over the long term except the US (and it rates at the bottom of the countries we would award the adjective democratic). Several successful democracies have a single chamber of parliament but none of these are composed of single-member electorates; all are multi-member PR. The corollary is that if the government is formed by a house composed of single-member electorates, a second chamber is required.
