Scaling up of salaries of government officials could help as was seen during the British colonial India when corruption among the officials came to a major halt (when this measure was enforced by Cornwallis). Honest and effecient services are outcomes of adequate salaries(satisfaction) and strict enforcement of rules against bribes.
Moreover, it is the personal moral of each individual to entrench high virtue within them.
