I THINK THAT THE THE BIGGEST PROBLEM OF ANY VILLAGE IS ILLITERACY. AND PEOPLE WHO DO NOT ABLE TO READ AND WRITE THEY WILL NEVER GO AHEAD IN LIFE SO AT FIRST WE SHOULD TEACH AND MAKE EDUCATED TO THEM. FOR FUTURE FIRST WE OPEN A GOVT. SCHOOL IN VILLAGE AND TELL THE PEOPLES OF THE IMPORTANCE OF EDUCATION IN LIFE. WE WILL MAKE THEM ABLE TO STUDY AND ABLE TO READ AND WRITE BECAUSE EDUCATION IS THE ONLY WAY OF SUCCESS. SO A SCHOOL IS MUST IMPORTANT IN VILLAGE. VILLAGES PLAYS A VERY IMPORTANT ROLE IN OUR LIFE BECAUSE OF AGRICULTURE AND GIVE US FOOD WE EXIST IN WORLD BECAUSE OF AGRICULTURE. IF THERE WERE NO VILLAGE THERE WILL BE NO AGRICULTURE AND ULTIMATELY WE CAN NOT SURVIVE SO VILLAGES ARE BACKBONE OF ANY COUNTRY. VILLAGES HAVE SO MANY GOOD QUALITIES BUT ALSO HAVE SOME BAD QUALITIES THE GOOD QUALITIES IS IT HELP US TO GIVE FOOD BUT BAD HABITS ARE THE MENTALITY OF VILLAGERS REMAIN CONSTANT. SO IF WE ARE ABLE TO CHANGE THE MENTALITY OF VILLAGERS THIS HELPS A LOT FOR DEVELOPMENT OF ANY VILLAGE.

First bring all villagers together , convince them the need and see that they promise to vote only the party who construct the bridge 

second you have to plunge into the politics contest with/without any party affiliation in corporation/ panchayat elections of your village (with a sole promise of constructing the bridge) 

You can also motivate the villagers to construct a check dam so that the water is not wasted and also the above problem is sorted out 

meet the panchayat president discuss with him the need of the bridge (if need be blackmail him of votes) offer the required manual assistance by the villagers so that only a small part of the allocated money for the village is spent) 

and finally make a neat visual presentation, invite/present the same the media personnel and see the impact for yourself.
